Objectives include:

• Increase effectiveness of the work of County Agents and Specialists, in close cooperation with the Land Grant Colleges.
• Provide new opportunities, to stimulate and to serve as an incentive whereby County Agents can develop new methods, innovative approaches, and new program models.
